Interview Summary

Governor Wetherby continues sitting down with interviewer John Kleber as they look at certain pieces of legislation proposed but were not enacted by the General Assembly in 1954, including expelling the different time zones in Kentucky, a proposal entitled the Minimum Foundation Program, and a mental health program for Kentucky. He speaks highly of Dr. Frank Gains, his Department of Mental Health Commissioned, and discusses the dilapidated conditions the institutions were in before Dr. Gains took over. Wetherby speaks of his proposal to the legislature dealing with probation and parole. He also speaks about the former process of selecting a jury and the judicial transition he initiated. Governor Wetherby discusses his relationship with both the circuit and county judges during this time, the intentions of toll roads, and how Kentucky was the first state to go to a voting machine, to avoid corruptive acts such as stuffing ballots during election time. Governor Wetherby speaks about the "dynasties" in some of the counties in Kentucky and their level of influence, and about the Breaks Interstate Park, leading into his relationship with the then Governor of Virginia, John Battle. Wetherby addresses the once-prevalent issue of rabies, and how he intervened. He finishes up this interview introducing several key players in the state legislation that helped his proposal's progression: Majority Leader Dick Moloney, and Speaker of the House Adron Doran.
