Interview with Penelope Jennings Eckert, January 4, 2024

Project: Peace Corps: The Returned Peace Corps Volunteer Oral History Project

Interview Summary

Penelope Jennings Eckert served as a Peace Corps Volunteer in the Dominican Republic from 1977 to 1979, in the agriculture program. Her Peace Corps position was an individual placement, outside of the normal application process. While studying at U.C. Berkeley she was given the opportunity to work at Catholic University in Santiago de los Caballeros, Dominican Republic, as a Peace Corps volunteer. She attended training in San Pedro de MacorĂs. At the university she developed the first university-level professional forestry curriculum in the country and taught the initial classes. Through her work there she contributed a forestry component to a proposal for Plan Sierra, an integrated rural development program. The Dominican government funded the proposal and she worked to implement the forestry component with communities on the northern slopes of the Cordillera Central mountains. Her experience gave her a different perspective on the way people learn, and helped her feel comfortable among people of different races and cultures. Penny returned to the DR in 1990 with her husband to work for Plan Sierra for two years, and is involved with the program to this day.
