Interview Summary

Roscoe Plumley was involved with the Wyoming County Political Action Program in the 1960s. In this interview he talks about how the original Community Action Program was taken over by a community group. He talks about the role of VISTA workers in creating leadership opportunities in the community and discusses how the outsiders were perceived and treated by the local people. He talks about civic participation and encouraging involvement of citizens in the political system. He talks about power structures and how community action can affect them. He talks about the Wyoming County political system and a local political family, the Baileys.
