Interview Summary
James W. Martin talks about how he met Chandler as a lieutenant governor. He discusses how he came to work for Chandler during his first administration after Martin's work with Secretary of the Treasury. He discusses how Kentucky's constitution was written and how it impacted modern state government. He discusses, at length, the legislation that was written to reorganize the state government, giving more power to the governor.
