Interview Summary

Charles Mathias, a former Senator from Maryland, begins the interview by detailing Cooper's role in getting the Cooper-Church Amendment passed in 1970. Mathias describes an effort he led to repeal the Gulf of Tonkin Resolution. Cooper's stance on the Gulf of Tonkin Resolution is also mentioned. Mathias highlights Cooper's strong involvement in debates over the War Powers Act during the Vietnam War. Mathias also talks of issues with the War Powers Act in the 1990s. Mathias discusses keeping in touch with Cooper after his retirement from the Senate in 1972. Cooper's legacy and popularity are explored. Mathias evaluates the working relationship between Cooper and Jacob Javits. To conclude the interview, Mathias emphasizes Cooper's overall positive reputation.
