Interview Summary

Dr. Gaines begins this interview giving his personal and educational background information, and how he entered the medical field. He recalls when and where he met Governor Wetherby and his first impressions of him. He speaks of how Governor Wetherby appointed him to Director of Mental Health and Hospitals, his relationship with the Governor, and of how Wetherby allowed Dr. Gaines to run his department. He speaks of the mental patients in the early 1950's, and the sigficant changes in mental health before and after Wetherby, and the longevity of the policies implemented during his term. Dr. Gaines speaks of the budget allotted to his department, the quality of psychiatric help for African-American patients, the treatment of African-Americans in hospitals and sanitariums, the various inspections of wards during this time. Gaines concludes speaking of having a different perspective than the rest of the political appointees because of his youth, his political relationship with Wetherby compared to his personal, and from his perspective, how the end of Wetherby's Gubernatorial tenure.
