Interview Summary

Noe (House 1977-1992, 88th district; Democrat) recalls growing up in Harlan, an interest in politics while in college, his background as a professor of psychology and a mental health counselor, factionalism in the Democratic Party, key legislation in flood mitigation, strip mining, issues concerning mental health, and impressions of several governors and legislative leaders. Highlights include Noe's involvement with KERA and discussions of the sometimes contentious environment of the legislature.
