Interview Summary
Noe (House 1977-1992, 88th district; Democrat) recalls growing up in Harlan, an interest in politics while in college, his background as a professor of psychology and a mental health counselor, factionalism in the Democratic Party, key legislation in flood mitigation, strip mining, issues concerning mental health, and impressions of several governors and legislative leaders.
