Interview Summary
Schmidt (House 1964; 1968-1982, 69th district; Senate 1984-1992, 11th district; Republican) recaps his previous discussion regarding his work with Louie B. Nunn to establish Northern Kentucky University and the politics surrounding funding for higher education. Schmidt reflects on the leadership style of Julian Carroll, describes vying for the Minority Caucus Chair position in 1970, the impact of the tax increase approved during Nunn's administration on future Republican leadership. He compares duties of the Minority Caucus Chair and the Minority Whip, and explains how decisions are made within the leadership. Schmidt recounts some of the joke bills he introduced, talks about his relationship with Governor John Y. Brown, Jr., his work on the 1984 budget, his move from the House to the Senate, differences between serving in the House and the Senate, his opposition to Senate Bill 169 (teachers' aides), the Kentucky Education Reform Act (KERA), and the Toyota legislation. Schmidt details his experience in the BOPTROT scandal, describes the redistricting process, and reflects on his last day of service in the legislature.
