Interview Summary

Rep. C.M. "Hank" Hancock's interview provided an historical overview of the relationship between the legislative and executive branches of Kentucky state government from the early 1970's to the mid 1990's. He provided an overview of committee structures, roles and responsibilities as they evolved from an executive dominate system to a more independent legislative process. Rep. Hancock had direct knowledge of the Kentucky State Highway Safety Committee which became the Transportation Committee of the Kentucky Legislature. He held leadership positions on multiple committees and was involved in a number of broad reaching transportation related legislation, including the bill that established the Kentucky Transportation Center. He was actively involved throughout his 24 years of service in numerous transportation initiatives, including establishing funding mechanisms for transportation projects such as the Road Fund; public hearings held in conjunction with the proposed 6-Year Plan; and efforts to allow local governments to vie for state transportation matching funds.
