Project: Peace Corps: The Returned Peace Corps Volunteer Oral History Project

Interview Summary

Kelly Cullen served as a Peace Corps Volunteer in Jamaica from 1995 to 1997 and Palau from 1997 to 1998. She also was on the Peace Corps staff. Kelly applied eleven times before selection. Things turned after a recruiter visited the police department where she worked. She was assigned to a pilot program for Youth At Risk where she focused on community policing. She served in the same program in Palau where the focus was more focused on jobs and sports competitions. In Palau, youth is defined as anyone who is unmarried. Since she would be an urban volunteer Kelly shadowed a rural volunteer during training. In Palau she learned to plant and fish. In Jamaica she was assigned to police academy. In Palau her counterpart was the daughter of the president who gave her a necklace that signified her connection to the country’s leader. Kelly’s last overseas assignment ended shortly before the Covid pandemic.
