Former governors, school superintendents, and members of the general assembly who participated in the reform movement discuss the Minimum Foundation Program, property taxes, the Power Equalization Program, the Kentucky Education Reform Act, teaching certification standards, teachers' salaries, and the size and role of the State Board for Elementary and Secondary Education.
